The report card is designed as a tool for comparative and summary analysis within a district and between districts. This level of analysis is not appropriate for districts with extremely low student enrollments. For those districts with very low enrollments, a single student's results can significantly affect their entire district average. Furthermore, reporting of performance data based on low enrollments could potentially violate student privacy/confidentiality laws.
